Kelly joined Your Community Health Center in 2015 as the Chief Financial Officer and was named CEO in August of 2017. Since 2015, the health center has continued to expand services and increase patients access to medical and dental care. “I love being a part of an organization that strives to provide primary care and dental services to our community, regardless of ability to pay! I feel truly blessed to work with such dedicated providers and staff. I can’t wait to see what the future holds for YCHC and the communities we serve.”
Kelly has lived in St. James for 17 years. She is married to Donnie Miller and is the proud mom of 2 sons, 1 daughter, and 2 stepdaughters. When she isn’t attending sporting events and cheering on her kids, Kelly enjoys weekends away with her family and friends.
Medical Clinic Manager
Kassy Troutt joined the YCHC team in 2015. She has more than 14 years experience in the medical and dental fields. Kassy loves to continue to watch Your Community Health Center grow as an organization.

Dr. Daniel B. Hier MD MBA
Director of Quality and Risk Management
Dr. Hier is a graduate of Harvard Medical School and completed a neurology residency at Massachusetts General Hospital. He is Board Certified in both Neurology and Medical Informatics. He has previously served as Professor of Neurology at the University of Illinois at Chicago and as Physician Executive for the Cerner Corporation in Kansas City. He now directs the Quality Improvement, Claims Management, and Risk Management programs for Your Community Health Center. In his spare time he plays frisbee with his border collie Lacy, plays bridge, and golfs.
Dr. Matt Porter, M.D.
Medical Director & Family Practice Physician
Your Community Health Center (YCHC) is pleased to announce the appointment of Dr. Matthew Porter, MD as our new Medical Director. Dr. Porter is a Family Practice Physician who chose this area of medical expertise because of his desire to; “be “Doc” to the whole family, whatever they may need.” Dr. Porter further explains; “Family Practice is the one specialty that has a little bit of everything. A typical day in clinic can include patients with orthopedic issues, gastrointestinal issues, psychiatric issues, and women’s health. The next day might be neurology, cardiology or well-child visits. Caring for all age groups, from pediatrics, adults, to elderly patients was one of the main reasons I entered Family Practice. Acute and chronic conditions, across all specialties, and across all age groups.”
Dr Porter earned his Bachelor’s degree from Loyola University in Chicago, his Medical Degree from Rush Medical College, Chicago and completed his residency and internship at Madigan Army Medical Center in Tacoma, Washington. Dr. Porter served with the United States Army in Afghanistan as the Battalion Surgeon and was awarded the Army’s Commendation Medal for service and leadership. Dr. Porter was the Officer in Charge of the Medical Evaluations Boards at Fort Leonard Wood (FLW) and has served as a Family Physician at FLW since 2012.

Elaine Briggs, FNP
Family Nurse Practitioner
Elaine Briggs is an ANCC Board certified Family Nurse Practitioner (FNP-BC) at Your Community Health Center. She earned her Doctor of Nursing Practice (DNP) from Capella University in Minneapolis, Minnesota and her Master of Science in Nursing (MSN) from St. Louis University in Family Practice and Nursing Education. She has experience in an Emergency Medicine, Urgent Care, University Health, Primary Care, and Women’s Health. Additionally Elaine is an adjunct instructor for Maryville University in St Louis for MSN nurse practitioner students.
Elaine has been a resident of Phelps County since 2000 having moved from Waterloo, IL. She sings in the Rolla Community Choir, and is an videographer for her church’s online ministry. She is married to Robert Briggs who is a computer technologist for the Rolla Public Schools.
“Patient centered care is important to me,” she said. “I want my patients to be active in their care. I want them to know what and why something is being considered and I want them to be in agreement for their care.”
Sean Harris, FNP
Chief Operating Officer
Sean has served over twenty years in the United States military, most recently the U.S. Army at Fort Leonard Wood as the Chief of Family Practice. Sean retired as the medical director and clinical consultant for the Family Practice team of twelve independent health care providers, and multiple support staff.
Sean earned his Bachelor’s in Nursing from Valdosta State University in Georgia and his Family Nurse Practitioner Masters for the Uniformed Services University Graduate School in Bethesda, MD. He is currently pursuing a Doctoral Degree in Family Practice Nursing from St. Louis University.
Sean is the proud father of three sons and soon to be three grandchildren. Originally from Arkansas, Sean is now proud to call Rolla home. “I am grateful for the great privilege of serving our military men and women, veterans, and their families for many years. After deciding to retire I wanted to experience serving in the civilian healthcare environment but wanted to work for an organization that serves a community of people. I am impressed with the mission and values of Your Community Health Center and the staff. Being able to provide quality healthcare to my community was an important factor in my decision to join this health care team.”
As a family nurse practitioner, Sean will provide primary care health care services to male and female patients throughout the lifespan. This means he provides treatment for everything from mild ailments to serious conditions affecting any member of the family, from children to grandparents. Additionally, Sean provides patient-focused care with a strong emphasis on wellness and prevention that includes acute illness and chronic disease management with varying degrees of complexity.
Johnnie Winnie Parker, FNP
Family Nurse Practitioner
Winnie has worked in emergency medicine for 30 years, starting in 1987 as emergency medical technician, paramedic, registered nurse, flight nurse. She obtained her Associate in Applied Science in 1998 from Lincoln University, Bachelor’s of Nursing in 2014 from Central Methodist University and graduated with Master’s of Nursing in 2017 from Maryville University specializing in Family Practice. Winnie has served the people within this area for many years and will continue to do so, now as a primary care provider.
Angie Brooks, RPH
Our new pharmacist is Angie Brooks, a 2004 graduate of St. Louis College of Pharmacy. Angie and her husband (also a pharmacist) are the parents of two children, and they reside in Rolla.
“The best thing about this job is that I am able to work one-on-one with the patients,” said Angie. “I see a lot of diabetes, obesity, poor nutrition, and a history of lack of care for many. My mission is to help patients get the best therapy out of their prescribed medications, and to help them improve their quality of life.”
Angie is very excited about a new program being implemented at Your Community Health Center.
“Your Best Health is a program that makes us partners with our patients, and we are able to work with them on achieving goals. Patients with multiple medications and disease states will find this very helpful. Diabetics, especially, have a hard time lowering their A1C, and need extra assistance. This is a way to reach out to patients on a basic level, and keep them engaged in their own care.”
When Angie is not working, she enjoys boating, spending time with family, and “anything very active.”
Dr. Arthur Kalfus, D.D.S.
Doctor of Dental Surgery
Dr. Arthur “Arch” C. Kalfus is a graduate of the University of Southern California. In addition to being a Doctor of Dental Surgery, he also studied Psychology, Biochemistry and Auricular Medicine at Johns Hopkins University, Walter Reed Medical Center and California State University, Long Beach. He is a member of Phi Kappa Phi National Honors, Golden Key, Mortar Board, Psi Chi, and Alpha Omega. Following a successful private practice in Southern California, Dr. Arch, as his patients know him, took his experience in dentistry, pain management, and lasers and recently served as a Lieutenant Commander in the U.S. Navy, where he earned the designation of Surface Warfare Officer. He Deployed to seven different countries and kingdoms, which included humanitarian aid as well as serving as a subject matter exchange expert. Dr. Arthur “Arch” Kalfus has treated presidents, chancellors, ambassadors, celebrities, and our servicemen and servicewomen throughout the world. He is a recognized expert in the field of Auricular Therapy, a best- selling Author and Illustrator of the book “Wave Catcher,” which has helped people to live a more pain-free life and is a sought-after speaker who has trained with the worlds top experts in the field of auricular medicine.
Dr. Linda Otis
Dr. Chloé Stuck, DDS
Dr. Chloé Stuck is a graduate of the University of Missouri – Kansas City School of Dentistry. She served as her dental class secretary and graduated with honors in restorative dentistry. She earned her Bachelor’s Degree in Biology and Chemistry at the University of Missouri – Kansas City prior to receiving her DDS degree. She is a member of the American Dental Association, Missouri Dental Association, Central (Missouri) Dental Society, Psi Omega, and Academy of General Dentistry. Dr. Stuck recently married her fiancé Casey Stuck, who co-owns a local business – Just A Taste – in St. James, Missouri. Originally from Joplin, Missouri, Dr. Stuck is excited to now call Rolla home.
“I’m honored to have the opportunity to serve at Your Community Health Center. I became a dentist to help people feel confident about their smile. I love dentistry due to the relationships created between the patient and dentist. The ability to give access to underserved areas by working in an FQHC appeals to my desire to help those in need. I believe there is a great need for dentists willing to serve the underserved, and I feel called to fill that role. I want to treat my patients with compassion, respect, and allow them to feel comfortable during their visit to the office. Creating access to quality dental care for my community is an important focus in my career. I believe everyone should have a healthy and beautiful smile.”
Dr. Stuck loves cooking, hiking, reading, DIY projects, and spending time with family and friends – especially board game night!
